What's Being Built on South Tampa's Busiest Roads: Culver's, Andy's and 345 Gandy Apartments

A Culver's drive-in on South Dale Mabry is still pending at City Council, Andy's Frozen Custard has filed to rezone at El Prado, and the City lists 345 Live Local apartments on Gandy as approved. Here's where each stands and how to weigh in.

Three projects on Dale Mabry Highway and Gandy Boulevard are working their way through City of Tampa review. Here's what each one proposes, where it stands as of Monday, October 12, and how to make your voice heard.

What's proposed: A rezoning, file REZ-26-88, to change about 0.84 acres from CG (Commercial General) and residential single family zoning to a Planned Development for a "Restaurant, Drive-in." The site plan is titled "Culvers - South Dale Mabry Highway." The application says the existing restaurant building would be demolished and replaced with a new restaurant with a drive-thru.

Key details from the site plan:

One-story building, up to 4,250 square feet and 24 feet 3 inches tall

37 parking spaces (30 required)

Six waivers requested, including narrower landscape buffers on the north and west sides, a driveway onto North Cleveland Street, and a freestanding sign 17 feet tall (code allows 15) to meet Culver's brand standards

Status: The City's permitting portal lists the case as "In Process" with a first hearing date of October 8, 2026. As of October 12 we found no official vote result. City paperwork lists a requested meeting date of October 22, 2026, but the Council's published calendar lists that evening's hearings as alcohol permits, so check the agenda before you go. Nothing has been approved, and there is no opening date.

Where: Council District 6, Bon Air neighborhood, just south of Kennedy Boulevard.

What's proposed: File REZ-26-125 seeks to rezone about 0.75 acres at the northwest corner of Dale Mabry and El Prado Boulevard, plus neighboring lots on W Vasconia Street, from CG to a Planned Development for a restaurant. Tampa Bay Business & Wealth reports the plans show a 1,611 square foot Andy's with a walk-up window, patio and one-way drive-thru, replacing BJ's Alabama Barbeque.

Status: "In Process" on the City portal. First hearing date: February 11, 2027 at City Council's evening session. No approval and no opening date.

Where: Council District 4.

What's proposed: 345 apartments, 138 of them affordable (40%), on the former Gandy Commercial Plaza site. Tampa Bay Business & Wealth identifies the developer as Winter Park based Epoch Properties and reports a five-story building with a parking garage and courtyard.
